Skype was pushed to 2.24 on Windows Phone, making the app way better than what it was before.

"On Windows Phone 8.1, to save time you can now automatically sign in using the Microsoft Account linked to your phone. Plus, we've heard existing users ask for the flexibility to sign in with their Skype account, so we've added the ability to do this too."

Skype accounts need to be accessed by mobile-phone numbers (similar method of viber) in addition to skype traditional method (by Skype accounts)...
