What's the blue tick in WhatsApp all about?

After Facebook has got in WhatsApp into its bucket, there has been some backend changes going on in WhatsApp (I.e, speculation about voice calling.. ). The latest addition is the mysterious blue check marks that you get when a message is sent on WhatsApp. First things first:
1. A clock symbol means that the message hasn't been sent FROM YOUR PHONE YET.
2. A single tick mark would suggests that THE MESSAGE HAS BEEN SENT FROM YOUR PHONE BUT HASN'T BEEN RECEIVED ON THE OTHER END.
3, A double check mark means that the message IS RECEIVED on the other end.
4. A blue double check mark means that the receiver has READ the message, pretty similar the "seen" feature in Facebook Messenger.

The blue tick mark doesn't need an app update since it is something to do with the WhatsApp servers. Though this feature has been spotted in the US, the UK and India, only some users are able to use it. There has been NO official comment from WhatsApp about this.
